VP of Information Technology

Company Background –

GRIPA is a nationally recognized population health organization with a robust information technology platform consisting of a private health information exchange and complex data warehouse.  Using this infrastructure, GRIPA leads the population health initiatives within Rochester Regional Health.  Cognisight is a significant part of GRIPA providing risk adjustment services to 77 clients spread across 41 states. With over 130 full time and contract employees, GRIPA is the largest and most successful population health organization in Western New York.

GRIPA is unique in that it was one of the first and only organizations to receive an Advanced Advisory Opinion from the Federal Trade Commission on its clinical integration program, and the work associated with this Opinion serves as the basis for GRIPA’s population health program today. 

GRIPA prides itself on using data to produce actionable reports to physicians, care managers and other providers to actively manage populations to improve quality and reduce the cost of health care in the community, as well as offering a variety of high quality risk adjustment services to Medicare Advantage, Commercial Exchange, and PACE plans throughout the country.  GRIPA is at the forefront of innovation using its technology platform to combine multiple clinical data sources with payer claims data and drive quality, cost savings and Rx savings initiatives. 

GRIPA is a partnership between Rochester Regional Health (RRH) and the Rochester Regional Physician Organization comprised of the 1,350 employed physicians and private physicians most closely aligned with RRH.

The Vice President and Chief Information Officer will report to the Chief Operating Officer with matrix reporting to the President and Chief Executive Officer.


The Future –

GRIPA and Cognisight are perfectly positioned to lead the way toward population health.  While GRIPA focuses on managing high cost high risk members, Cognisight focuses on appropriately risk adjusting populations so that financial budgets can be established more accurately.  Both are necessary for a successful population health program.  Accordingly, GRIPA and Cognisight are poised to build on a solid foundation and pursue a multipronged strategy within both lines of business to achieve significant growth.

Specific Responsibilities –

Provide vision and leadership in the development and implementation of Information Technology solutions in order to support GRIPA-Cognisight operations and Population Health programs.   Lead the planning and implementation of clinical, financial and analytical systems to support both distributed and centralized clinical and business operations. Achieve effective and cost beneficial enterprise-wide IT operations.

Job Responsibilities:

Strategic Planning

Responsible for the technology vision and planning process that evaluates existing technology, information systems, and staffing. Research new solutions and technologies and recommend change benefiting stakeholders.

Oversee the linkage between external technology systems (e.g. government, vendors and other health care organizations) and the GRIPA-Cognisight IT resources. This includes systems for electronic data exchange.

Responsible for presenting new technology opportunities to the organization as it relates to business objectives. This includes feasibility, cost/benefit analysis and risk assessment.

Communicate current state and future vision of GRIPA-Cognisight IT concerns to key stakeholders.

Accountable Care Program Solutions

Ensure effective data and information services are in place and operational to support GRIPA’s current Accountable Care program initiatives.

Leads strategic initiatives specific to the development and implementation of Accountable Care information solutions. This includes:

Planning the infrastructure/architecture to support integration among the greater Physician community.

Working with RRH IS&T leadership to plan, select, and implement scalable and integrated solutions to the greater health system.

IT Administration

Approve, coordinate and control all projects related to selection, acquisition, development and installation of major information systems.

Develop and monitor the approved annual operating and capital budgets for information and technology systems.

Develop and maintain the systems architecture, defining standards and protocols for data exchange, communications, software and interconnection of information systems.

Communicate IT plans, policies and technology trends throughout the organization, including management groups and professional staff.

Initiate and manage data source relationships.

Manage vendor evaluation, selection and contracting.

Select, and supervise senior IT staff.

Corporate Security Officer.

Develop and maintain the corporate policies and standards related to IT systems and Information security.

Respond to security incidents by performing risk assessments.

Initiate and manage incident response plans when appropriate.

Work with IT Director to maintain IT security controls that support GRIPA-Cognisight policies and procedures as well as client requirements, including:

Perform periodic risk analysis, identify gaps and design IT security controls that are part of a continuous improvement approach to information security.

Work with RRH on IT security infrastructure improvements.

Support internal and external audit activities.

Cognisight Operations and Business Development

Work with Cognisight business development team to create product and services strategy and roadmap.

Work with Cognisight business development team to respond to requests for proposal.

Develop and deliver client presentations that support sales and client retention initiatives (some travel required).

Develop and deliver client presentations that describe relevant Information Technology subjects and services.

The Candidate

  • Bachelor’s degree in computer science, engineering, or other related field
  • At least 10 years senior IT leadership, in a health care services environment preferred
  • Experience in entrepreneurial and innovative environments
  • Strong ability to collaborate among various stakeholders, creating an aligned vision and efficient approach to leverage IT to solve organizational problems and challenges
  • Proven ability to build, lead, and motivate an experienced and capable team
  • A leader comfortable presenting to internal groups as well as external clients, physicians and other stakeholders
  • Ability to operate in a fast paced environment striving for zero tolerance
  • An unrelenting passion to continually improve
